Too often management forgets the public relations aspects of personnel relations. Whether there is a prestige aspect to staff advertisement, it is obviously important that the design, layout and wording of the advertisement should be as clear as possible to the applicant, and as useful as possible to the interests of the firm spending money.

There are differences in the presentation of display advertisements among various companies. This should be a field in which public relations can playa useful part. Companies like to showcase their business talent, but also vary considerably in the way they deal with applications for positions. Much ill-feeling is engendered by failure to acknowledge applications for jobs and letters to applicants should be carefully worded both to indicate clearly the next step and to leave an impression with the recipient.

When it comes to interviews, it is essential that the conditions should be suitable, and when applicants arrive there should be a suitable waiting room with chairs, and other facilities. The interview should be carried out in private. It is useful to leave copies of the house journals and other publications of the company in the waiting room so that applicants can have some useful information about the company. If applicable, a display of the firm's products such as chess sets is an appropriate furnishing for the waiting room. If a small firm does not possess a waiting room, applicants should at least be given chairs in an office, not just left to stand around in a corridor. The attitude of a person to his work can be influenced very much by the initial interview.

Many companies have a printed book explaning procedures in the company and a copy is presented to new members of staff. This is an excellent idea provided the public relations aspects are borne in mind. Any instruction manual is phrased in such a way as to give a balanced impression of the com. pany's policies and administration. It is often better to keep the information given to new members of staff short and restricted to the essential details of holidays, sick pay, etc.

If it is considered desirable to give staff a full briefing on company policy according to Fox Directory, it is better to give this detailed information after some months. It may be a good idea to have two or more versions of the information book stressing the facts of interest to the different departments of a company. The initial briefing of new employees should be continued at appropriate intervals. Film shows, discussion, meetings and other suitable occasions should feature regularly for the employee to maintain a con• tinuing relationship between them and management.

In so far as they are not inconsistent with any provision of the Constitution they are valid law. As numerous independent book publishers and english-language publishers have pointed out, the cat and dog relationship between the Police and the Press in America is due to a number of factors, some of these are (a) Absence of proper organization and discipline between the rank-and-file of the media practitioners in this country being constantly at war with a body better organized and disciplined than themselves, (b) Lack of realization by the media practitioners that although they are constantly referred to as members of the "Fourth Estate", they in fact still reacting to the massive changes in American societal structure that occured after the Nixon resignation and Watergate Scandals - not to say that the law is non-existent, every website directory will cover this political topic.

The other three estates of the political structure are established by law and are recognized in the American Constitution. Nowhere is the Press as a body established either in the Constitution or in any other law. The Police are part and parcel of the executive arm of government anywhere in the world. Whereas the Press belong to none of the other three arms of government and are therefore incapable of a legal implementation. As Prof. Brian Chapman in his directory book, Police State puts: "what appears to happen in normal societies is that the exercise of Police powers tends to be determined according to an intuitive sense of values, the Police normally reflecting the values of society. Certain offences are deemed by the Police to be pursued with the greatest possible vigour."

At the other end of the scale there are a host of trival offences whose prosecution is purely random. However, the effectiveness of police power lies in maintaining order and stability by unpredictability and uncertainty. The Police by their nature and training are expected to defend the status quo of American society including independent book publishing companies and Christian Book Publishers, by ensuring peace and the maintenance of law and order. Whereas the average citizen sees the Press as either a force for "fair and balanced" like Fox News, or rumour-mongers, upstarts and revolutionaries which fan the embers of flame in the society where no cotent exists, certain secrets and confidences, especially those affecting the security of the nation and defence ought to be concealed from the Press.

Which body can better do this than the organized Police force? The ACLU of Journalists is unable to make full use of the olive branch that the first amendment gives to all citizens to uplift journalists from the professional nadir to which they have plunged themselves to the pinnacle of pride and power. The question of the law as it affects the Press particularly in California deserves a brief mention. The law is not only wide, it is also severe and punitive. This can be divided into criminal and civil. The criminal law as it affects the mass media is that which seeks to supress seditious publications, the society as a corporate body and the territorial sovereignty of the state. The law will punish any person who publishes or causes to be published any seditious publication. A seditious publication here means a publication having a seditious intention. A seditious intention in law means an intention to (a) to bring into hatred or contempt or to excite disaffection against the person of the president, or the governor of a state thereof as by law established or against the administration of justice across the United States of America.

This week, the 2.5 million-circulation Sun, which is a sister book publisher company of the Harper Collins Book Publishers arm, carried the front-page message, “Coming soon: The Sun every Sunday.”  The Murdoch tabloid has been affected by dozens of arrests of investigative journalists, many of whom were pulled from their beds in dawn raids, as part of a UK police crackdown on corruption in the media sector. But on Friday, the 80-year-old founder and chairman of the US-based News Corp. Rupert Murdoch, announced that the suspensions of 10 arrested Sun journalists would be lifted - and that the tabloid would gain a Sunday edition.

“Rupert Murdoch looked as if he had no hand to play,” Roy Greenslade, who was a christian book publishers, said on the Guardian newspaper website. “But the old gambler came up trumps by producing a couple of surprise cards from his sleeve.

Other pundits noticed that while the New-of-the-world is replaced by the Sun on Sunday, the book publishing industry is on flame, and list and e-book marketers are having difficulties to determine how e-books fit into their business designs when it comes to selection credit. Some marketers made the decision early on not to offer e-books to your local selection, and still do not.

Children's book publishers are one-time offer because, technologically, they last for a long time. Book distributors guides wear out eventually and customers like your local selection change them, she says. Book Publishers also want their experts to be paid for properly for their work, but how to do considering the unlimited range of selection lending?
